On 29 April 2026, the Register of Damage for Ukraine (RD4U) officially launched the first claims categories available to legal entities and the State of Ukraine.
1. Background
RD4U is an international organisation established under the auspices of the Council of Europe and based in The Hague. It was established to record evidence and claims for damage caused by the Russian Federation’s aggression against Ukraine. Until now, the RD4U open categories have focused primarily on natural persons, covering displacement, personal injury, death, and damage to residential property.
New categories B1.1, B1.2, C1.1, C1.2 and C3.1 are now open, enabling businesses, state authorities and local self-governments to document infrastructure damage and asset losses for future compensation. For the first time, RD4U is positioned to capture systemic economic losses: the destruction of infrastructure, the loss of production capacity and assets, disruption of logistic chains, and harm to entire sectors of the economy.
2. New Claims Categories
Categories B1.1 & B1.2 cover damage or destruction of critical infrastructure (B1.1) and non-critical infrastructure (B1.2).
Categories C1.1 & C1.2 cover damage or destruction of critical infrastructure (C1.1) and non-critical infrastructure (C1.2).
Category C3.1 covers damage, destruction or loss of assets, related losses and costs – the broadest category for legal entities, designed to capture wider economic harm beyond physical infrastructure.
*Claims relating to property owned by natural persons should be submitted under Category A claims (which remain open separately).
3. How to Submit a Claim
Claims are submitted electronically via the Diia web portal (diia.gov.ua). The process for legal entities is as follows:
